Secretary's foreword
The Department of Premier and Cabinet has a strong reputation for the provision of high quality advice, innovative thinking and policy reform, commitment to an enduring and independent public service and, importantly, being a great place to work.
Our Corporate Plan is about continuing to deliver on the promises of our reputation and improving our performance for both the Premier and the Department.
In order to continue our strong performance and maintain our reputation, executives and directors from the Department have spent considerable time taking stock – undertaking extensive planning and considering a more strategic framework through which to organise our goals for the future.
This Corporate Plan is the result, capturing what we are trying to achieve and how we'll go about it.
This Plan is a rolling three year plan. Looking ahead we see many challenges: global economic trends and their effect on the local economy, the ongoing recovery and reconstruction task following natural disasters in Victoria and how the community responds to climate change.
Building our internal capability and improving the processes and systems that support our people and their work is crucial to achieving our objectives.
I am pleased to present our Corporate Plan 2011-14. Each quarter we will monitor our progress against this Plan and review it annually to ensure it remains relevant to the changing environment.

Who we are
The Department of Premier and Cabinet (DPC) is one of eleven departments within the Victorian Public Service. DPC and its Secretary are responsible to the Premier.
We support government through:
- advising and supporting the Premier as head of Government and Cabinet and the Minister for the Arts, the Deputy Premier and the Minister for Multicultural Affairs and Citizenship
- providing strategic public policy leadership and directions across the public service in Victoria
- developing and monitoring whole-of government initiatives
- delivering whole-of-government services and programs in relation to government information and communications
- making the arts available and accessible to all Victorians and supporting and developing Victoria's artists and creative industries
- providing independent support and services to ensure public participation and accountability in public sector governance.
Our key Departmental groups are the focus of this Corporate Plan.

What are we going to achieve?
1. ADVICE AND SUPPORT
Deliver high quality advice and support to the Premier as head of the Victorian Government and Cabinet, the Deputy Premier, the Minister for the Arts, the Minister for Multicultural Affairs and Citizenship and the Secretary.
DPC will continue to provide high quality strategic advice on current and emerging issues.
How we will do it
What are our strategies for action?
1.1 Objective and timely advice
Provide evidence-based, objective and timely advice to the Premier, the Deputy Premier, the Minister for the Arts, Cabinet, the Minister for Multicultural Affairs and Citizenship and the Secretary.
1.2 Manage public policy risks
Manage public policy risks through early identification and provision of appropriate advice and support to the Premier, the Deputy Premier, the Minister for the Arts, Cabinet and the Secretary.
1.3 Engage the community
Support Community Cabinet and lead community and business engagement with government by delivering regular public and ceremonial events.
1.4 Manage public sector communications
Promote excellence in public sector communications to enhance understanding of government services.
2. LEADERSHIP
Provide strategic leadership in public policy development in Victoria and nationally.
We will work to find innovative solutions to complex issues faced by our economy and society.
How we will do it
What are our strategies for action?
2.1 Drive Innovation
Lead and encourage innovation in public policy in Victoria and nationally.
2.2 Develop policy reforms
Develop, in conjunction with business, community groups and other agencies, new policy reforms for the State.
Support the Premier to work through the Council of Australian Governments, the Council for the Australian Federation and other intergovernmental fora to develop national policy reforms.
2.3 Increase engagement with arts and cultural activity
Deliver services and programs in relation to the arts and cultural activity. Improve the knowledge, understanding, appreciation and practice of the arts and increase their availability and accessibility to the public.
2.4 Build an enduring and capable public service
Support the Secretary, as the Head of the Public Service, to build an enduring and capable public service.
2.5 Public administration excellence
Champion excellence in legislation constitutional arrangements, government decision-making processes and ensure the highest standards of public administration.
3. IMPLEMENTATION
Ensure collaborative implementation of public policy priorities and commitments across government.
We will work with other key departments and groups to maximise whole-of-government benefits in public policy implementation.
We will strive to be agile and responsive to the emerging needs of the State.

3.1 Coordinate responses to critical State issues
Coordinate effective whole-of government resolution of critical State issues.
3.2 Monitor infrastructure project delivery
Actively monitor whole-of-government delivery of critical State infrastructure projects.
3.3 Ensure Victoria's sustainability
Develop successful approaches to build and sustain Victoria's economy, communities and environment.
3.4 Support implementation of joint Commonwealth-State initiatives in Victoria
Support successful implementation of National Agreements and National Partnerships, and other agreements with governments.
3.5 Maintain strong partnerships
Work with our portfolio agencies, government departments, business and community groups on public policy priorities and ensure delivery of government commitments.
4. ORGANISATIONAL CAPABILITY
Support DPC's people and build a strong organisational capability.
We will provide a challenging, dynamic and stimulating workplace that is well-regarded.
We will support career development and build the capability of our leaders.
4.1 Invest in our people
Enhance staff engagement, capability and organisational culture by improving our systems and processes and providing a safe, healthy and supportive workplace.
4.2 Deliver effective corporate services
Deliver and improve information management and business efficiency through aligned ICT operations and support, and effective financial systems.
4.3 Reduce DPC's carbon footprint
Reduce the Department's carbon footprint and promote environmental sustainability.
