Establishment of the Office
The Office of Climate Change was established in the Department of Premier and Cabinet in early 2007. The office is responsible for whole of government policy and strategy, focusing on longer term issues and the economic, environmental and social impacts of climate change. The Office also leads inter-jurisdictional policy development.
The Office is headed by Mr Chris Eccles, Deputy Secretary, supported by Ms Rebecca Falkingham, Director, Policy and Projects. The Office of Climate Change will advise and support the Premier and Minister for Environment and Climate Change.

Memorandum of Understanding between the State of Victoria and the State of California
This agreement represents an important step in the evolution of global climate change action. It exemplifies the leadership role of sub-national jurisdictions in driving global climate change solutions. It creates practical linkages to collaborate on climate change initiatives between jurisdictions in both hemispheres that builds a platform for regional integration in response to a global challenge. Declaration on Climate Change
On 9 February 2007, the Victorian Premier presented a Declaration on Climate Change to the second meeting of the Council for the Australian Federation (CAF). The Declaration was adopted by all State Premiers and Territory Chief Ministers, and provided the basis for a new, unified, national approach to climate change. The Commonwealth Government was called upon to endorse the Declaration.

The Declaration was supported by a series of actions to be pursued immediately by State and Territory Governments. In particular, States and Territories committed to implement an Australian national greenhouse gas emissions trading scheme by 2010, in the absence of Commonwealth leadership. Full outcomes of the second meeting of CAF are detailed in the communiqué.

The Victorian Government Submission to the Carbon Pollution Reduction Scheme Green Paper - September 2008
The Victorian Government is a strong supporter of emissions trading as a primary policy tool for reducing Australia’s greenhouse gas emissions in an effective and least cost manner. This submission to the Commonwealth Government's Carbon Pollution Reduction Scheme Green Paper outlines the high level principles Victoria believes should be applied in designing and implementing the scheme.
