Advisory Bodies
The Victorian Government is committed to a process of consultation with the community and key stakeholder groups as an integral part of informed decision making by government. The following advisory bodies have been set up by Government to receive submissions on areas of public interest.
State Coordination and Management Council
The State Coordination and Management Council comprises the Secretaries of the ten Government departments, the Chief Commissioner of Police and the Commissioner for Public Employment. The Council meets monthly in a forum that is chaired by the Secretary DPC and supported by DPC.
The Council works towards solving policy and implementation challenges across portfolios. It also facilitates the coordination of policy initiatives across the public sector and promotes leadership and information exchange across the Victorian Public Service.
Premier's Children's Advisory Committee
The establishment of the Premier's Children's Advisory Committee (PCAC) is a commitment in the Government's Children First election policy. The Premier established the eleven member Committee in August 2003.
The Government's objective is to ensure that development and learning are optimised for all children from pregnancy through transition to school (0-8 years of age) wherever they live, play or are cared for. To assist the Government in this objective, the Premier's Children's Advisory Committee has been formed to advise on the relevant issues.
In Australia, all levels of government, non-government organisations and the broader community provide children’s services. These services include maternal and child health services, preschools and childcare. Victoria invests more than $500 million in children's services, and has an established infrastructure that provides a high level of service.
The Report of the Committee is expected to be delivered to the Premier within twelve months of its first meeting, held on August 21 2003.

Premier's Aboriginal Advisory Council
DPC provides support to the Premier in his role as chair of the Premier’s Aboriginal Advisory Council (PAAC). Secretariat support for the PAAC is provided by Aboriginal Affairs Victoria.
PAAC provides advice to the Government on strategic issues in Indigenous policy, and acts as a forum for Indigenous community perspectives to inform Government direction and processes. PAAC supplements existing Indigenous consultative arrangements in other portfolios and broad-based community consultations on specific initiatives.
The PAAC has five members:
- The Hon John Brumby Premier (Chair)
- Mr Richard Wynne, Minister for Housing, Local Government and Aboriginal Affairs
- Mr Troy Austin, ATSIC Victorian Commissioner
- Ms Daphne Yarram, Chairperson ATSIC Binjirru Council
- Mr Tim Chatfield, Chairperson ATSIC Tumbukka Council
